Natalie Enclade

Executive Director of BuildStrong America 


Natalie is the Executive Director of BuildStrong America, the preeminent organization uniting a diverse coalition of dedicated stakeholders with a shared commitment to reducing disaster costs and fostering a more resilient America. Prior to joining BuildStrong, she ran the Consumer Financial Protection Bureau’s (CFPB) cornerstone Financial Well-Being Program and was the Director of Individual and Community Preparedness for the Federal Emergency Management Agency (FEMA).

Natalie has an established career in the field of emergency management and national security as a Chief Policy Advisor and Senior Program Analyst for the Department of Homeland Security (DHS) and Policy Analyst for the Mississippi Legislature. Additionally, she has served as the subject matter expert in homeland security, cybersecurity, and emergency management for the United States Senate Homeland Security and Governmental Affairs Committee (HSGAC).

Natalie serves on the Steering Committee for the National Institute of Building Sciences (NIBS) Multi-Hazard Mitigation Council (MMC) Committee on Finance, Insurance and Real Estate (CFIRE) and served on the Disaster Recovery and Continuity Executive Committee for the National Academies’ Transportation Research Board (TRB) as a disaster recovery subject matter expert on a team of researchers interested in the needs and problems related to disaster transportation. 

She has a Ph.D. in Public Policy and Administration, specializing in emergency management policy, complemented by a Master’s in Public Policy and Administration, both earned at Mississippi State University.

Renan Araujo

Director of Programs at IAPS

Renan Araujo is the Director of Programs at the Institute for AI Policy and Strategy (IAPS), where he leads the AI Policy Fellowship, the Alexandria Forum, and IAPS’s portfolio of talent and field-building projects. Renan is also a research affiliate at the Oxford AI Governance Initiative.

Renan has been a member of the UN Council of Presidents expert panel on AGI, a fellow of the Oxford China Policy Lab, and the research manager leading IAPS’s International Strategy team. Before joining IAPS, Renan was research manager on AI and emerging technologies at Rethink Priorities, director and cofounder of the Condor Initiative, predoctoral research fellow at the Institute for Law and AI, and a chief of staff to justices of appeal at a state court in Brazil. He’s a lawyer with a Bachelor of Law from the Federal University of Pernambuco and a master’s degree in criminal justice policy from the London School of Economics.

I believe navigating transformative AI is the key challenge of our generation, and we need the best people from multiple fields to tackle it. Global Shield is a unique organization working across the most important areas to reduce global catastrophic risks, a central problem to be solved in this technological transition. Its global, mixed-portfolio approach is essential for building robust institutions, and I’m honored to support rigorous action across borders.

Nudhara Yusuf

Co-Chair, Coalition for the UN We Need 

Nudhara Yusuf is Co-Chair of Coalition for the UN We Need (an NGO platform of over 650 organization working toward a stronger UN) and Senior Advisor of the Global Governance Innovation Network (a network of 95 research institutions innovating on multilateralism).

She is also founder and trustee of several grassroots NGOs and CSOs across India and the UK.

Previously, Nudhara worked with the UN Development Programme’s SDG Integration Team and Asia Pacific Strategic Foresight Unit, as well as with the the World Federation of UN Associations. She also supported British and Indian Parliamentarians in social welfare projects and campaign strategy. Her research now focuses on governance with future generations, the impact of globalization, emerging technologies, and the role of youth and civil society, in shaping multilateral institutions. She is a lead co-author of the Global Governance Innovation Report and the Future of International Cooperation Report.

In 2024 Nudhara served as Co-Chair of the UN Civil Society Conference in Support of the Summit of the Future, and in 2023 as Coordinator of the Global Futures Forum. She is a fellow with the Geneva Centre for Security Policy, Princeton University’s Lichtenstein Institute, and formerly UN University Center for Policy Research.

Anita Cicero

Senior Strategic Advisor, Center for Health Security at Johns Hopkins Bloomberg School of Public Health

Anita Cicero

Anita Cicero is Senior Strategic Advisor at the Johns Hopkins Center for Health Security and a Senior Scientist at the Johns Hopkins Bloomberg School of Public Health. The Center for Health Security strives to protect people from pandemics and other catastrophic biological events.

Anita’s research and advocacy work addresses topics such as biosecurity technology, governance of dual-use advanced life sciences research, the convergence of AI and biotechnology, pandemic preparedness, medical countermeasures for the most dangerous viral families, and strategic stockpiling for large scale health emergencies. She has led international biosecurity dialogues in South Asia and Southeast Asia, served on a number of technical advisory committees for the WHO, and has engaged actively as part of the NGO community in Biological Weapons Convention meetings.

Anita, a Yale Law School alum, started her career as an environmental honors trial attorney at US Department of Justice before entering into private practice. She was an equity partner and Managing Partner in charge of the DC office of Drinker, Biddle & Reath before joining the Johns Hopkins Center for Health Security. 

Coming from the field of health security, I know firsthand how important, impactful, but also challenging international agreement and coordination can be, especially when addressing high consequence health threats. I joined the Board of Global Shield because I appreciate their all-hazards approach and ambition to reduce globally catastrophic threats through pragmatic policy approaches, facts-based advocacy, and collaboration.
